2月27日消息，乌克兰正加快探索央行数字货币（CBDC）“电子格里夫纳”（e-hryvnia）的技术路径与法律框架。乌克兰国家银行（NBU）已就该项目开展多年研究，但截至2026年初仍未正式发行。
电子格里夫纳被定义为乌克兰国家货币的数字形态，由央行集中发行，属于法定货币。专家Oleksa Sharabura指出，根据乌克兰《支付服务法》（第1591-IX号），e-hryvnia代表中央银行对持有者的直接货币义务。这意味着，它不同于Bitcoin或Ethereum等去中心化加密资产，而是纳入银行体系与政府监管框架之内。
项目早在2016年至2018年已进行试点测试，但受制于高昂的基础设施投入与战时安全环境影响，全面落地仍面临挑战。Oleksa Sharabura表示，构建全天候容错的国家级数字支付系统，需要在能源与通信安全方面投入巨资，这在当前形势下技术门槛极高。
