據彭博社引述三名知情人士報導，俄羅斯聯邦通信監管局（Roskomnadzor）自 2 月 10 日起，對即時通訊平台 Telegram 實施限速、阻擋部分功能，已經開始生效。
俄羅斯國家杜馬議員 Andrei Svintsov 表示，Telegram 可能面臨限制，因為該平台「未完全遵守」俄羅斯法律要求。Roskomnadzor 提出的原因是認為 Telegram 在「封鎖匿名頻道」方面進度過慢，俄羅斯當局的目標是完全消除網路匿名性。
目前，已有超過 13,000 名俄羅斯用戶投訴 Telegram 運行速度異常緩慢，包括圖片與影片載入明顯延遲。Roskomnadzor 同時對 Telegram 提起 8 項行政違規指控，罰款總額達 6,400 萬盧布。
非全面封鎖，但可能完全封鎖
值得注意的是，俄羅斯官方表示目前並未計劃全面封鎖 Telegram，條件是平台滿足所有法律要求。官方聲明指出：「如果違規問題得到解決，限制措施將會停止。」
這並非 Roskomnadzor 首次對 Telegram 出手。2025 年 8 月該機構已封鎖 Telegram 與 WhatsApp 的語音及視訊通話功能，理由是這些服務被廣泛用於詐欺、勒索及招募公民從事破壞活動。2026 年 1 月，Roskomnadzor 進一步限制影片與大檔案上傳功能。此次限速是升級措施中的最新一步。
衝擊 TON 生態
Telegram 是俄羅斯最受歡迎的即時通訊平台，擁有約 1 億用戶。與此同時，Telegram 與 TON（The Open Network）區塊鏈生態深度綁定，TON 錢包、Mini App、支付功能均依賴 Telegram 作為入口。
