歐洲多家大型銀行聯手成立的穩定幣聯盟 Qivalis，正加快推出「歐元穩定幣」的腳步。根據西班牙財經媒體《Cinco Días》周一報導，Qivalis 已與加密貨幣交易所、做市商和流動性提供商展開深入磋商，準備在今年下半年推出這款穩定幣。
Qivalis 由 12 家歐盟主要銀行共同組成，成員包括 ING 、 UniCredit 、 BNP Paribas 、 CaixaBank 與 BBVA 等。 Qivalis 執行長 Jan Sell 指出，聯盟的核心目標之一，就是確保穩定幣自推出第一天起，就能在「受監管的交易平台」上流通，以避免流動性不足影響實際使用。
目前市場幾乎由美元穩定幣壟斷，Qivalis 表示，這項計畫的戰略目標是為歐洲建立可行的「美元穩定幣替代方案」，藉此強化歐盟在支付與結算領域的「戰略自主性」，允許歐盟企業和消費者使用歐元進行基於區塊鏈的支付和結算，而無需依賴傳統的金融體系或非歐洲第三方服務商。
這家總部設於荷蘭的公司，正評估在歐洲及國際交易平台上架的可能性，試圖將這款穩定幣定位為「受監管的美元穩定幣替代品」，並瞄準跨境企業即時支付等應用場景。
西班牙加密貨幣交易所 Bit2Me 證實，確實曾與 Qivalis 成員銀行之一進行接觸，至於其他交易平台則不予置評。
根據《Cinco Días》揭露，Qivalis 的歐元穩定幣將採 1:1 全額儲備機制，其中至少 40% 的儲備金將以銀行存款的形式持有，60% 則配置於「高品質、短天期的歐元區主權債券」，並分散投資於多個歐盟國家。
Qivalis 表示，儲備資產將存放在多家高信用評等的金融機構，同時設有全天候 24 小時的贖回機制，確保持有人隨時可將穩定幣兌換回歐元。
