2月25日消息，美国主要加密行业游说组织区块链协会（Blockchain Association）已向国会提交一份加密货币税收改革方案，并与众议院议员会面，试图在2026年加密税法制定过程中发挥影响力。该提案聚焦稳定币税务处理、小额加密交易免税门槛以及数字资产洗售规则等关键议题。
根据区块链协会发布的政策文件，其主张将稳定币视为现金用于日常支付场景，从而降低日常消费的税务复杂度。同时，协会建议对“小额”加密交易设立最低限度豁免，理由是对日常微小收益或损失进行逐笔申报，会增加纳税人成本，也会加重美国税务部门的行政负担，而实际税收贡献有限。
在资本市场规则方面，该组织支持将洗售规则适用于数字资产，允许投资者在出售加密资产产生亏损后，即使重新买回相同资产，也可申报资本损失。此外，区块链协会明确表示，挖矿与质押所得应适用资本利得税框架，而非普通收入税率。
共和党参议员Cynthia Lummis此前提出的加密税收法案中，包含部分小额交易豁免条款，但遭到民主党参议员Elizabeth Warren的强烈反对。沃伦认为，若允许300美元以下的加密交易免税，可能导致美国财政收入减少约58亿美元，并质疑为何加密资产可以获得区别于黄金或股票的税务待遇。
目前，美国国会正围绕数字资产税收监管、稳定币合规框架以及投资者申报义务展开博弈。市场人士认为，加密货币税收政策走向将直接影响美国数字资产创新环境与资本流动趋势，成为2026年监管议程中的核心议题之一。
