梁凤仪宣布三项新举措：香港拟允许持牌平台提供永续合约产品和虚拟资产保证金融资服务，并放宽关联做市商规定

Foresight News 现场报道，香港证券及期货事务监察委员会（SFC）行政总裁梁凤仪在 Consensus 2026 大会上表示，香港证监会正致力于建立完整的虚拟资产监管生态系统，并宣布三项新举措：一、保证金融资：允许经纪商为信用背景良好的客户提供融资服务，抵押品可包括证券及虚拟资产。初始阶段仅对比特币和以太坊开放，并要求参照传统金融标准执行审慎的扣减率。

二、永续合约：将公布一个高层级监管框架，允许持牌平台提供永续合约产品。该服务目前仅限「专业投资者」参与，并要求平台具备极高的透明度以及针对波动费率和自动平仓风险的管理能力。

三、关联做市商：拟放宽规定，允许持牌平台通过其附属的做市单位提供流动性，前提是必须证明其具备职能独立性并能严格管理利益冲突。

梁凤仪指出，代币化资产在过去一年发展迅速，代币化黄金的资产管理规模已达到 4 亿美元，在过去 6 个月内实现翻倍。目前，证监会已授权 11 只代币化货币市场基金。此外，Project Ensemble 正在试点使用代币化存款结算货币市场基金。在监管路线图方面，香港证监会已发布关于虚拟资产交易及托管的咨询总结，并计划在今年内与特区政府合作提交相关立法建议。
