ChainCatcher 消息，近日，于女士与丈夫通过中国建设银行互相转账 250 元零花钱，备注了“本周狗狗币”，遭银行调查锁卡。二人先后接到建行工作人员来电，核实二人关系及转账备注原因，并称该备注触发了“虚拟货币管控”，账户会被设为“不收不付”状态。开户行工作人员告诉于女士，解封需提交其丈夫那几个月的银行卡流水，审核通过后再写一份承诺书，承诺此前非虚拟货币交易，此后也不会参与虚拟货币交易。而她丈夫因强烈反对直接限制账户使用，正与其开户行工作人员交涉。对此，中国新闻周刊致电中国建设银行服务热线咨询，工作人员称暂未接到涉虚拟货币管控的相关信息，建议向相关网点咨询具体情况。随后，中国新闻周刊咨询了于女士账户的开户行天津某建行网点，工作人员表示不了解相关情况。而其丈夫的开户行大连某建行网点工作人员则表示，若账户涉及虚拟货币交易，银行将对账户进行“不收不付”管控，若转账附言注明“狗狗币”，需提供材料证明该备注与虚拟货币无关。但问题在于如何证明，若只有银行流水，无法作为有效证明材料，所以此类管控账户无法解封，只能注销。至于具体规定是什么，对方没有明确回应。目前，于女士已提交其丈夫的银行流水与手写承诺书，正申请解除账户限制；而她丈夫的开户行工作人员则回复称，提交二人结婚证后，即可申请解除限制。据新华社，中国互联网金融协会等七家协会联合发布风险提示，要求各会员单位不得在境内参与虚拟货币、现实世界资产代币发行和交易活动，并提醒社会公众明辨风险、远离非法活动。
