Ministry of Finance and other three departments: Accelerate efforts to address the gaps in rural public charging and swapping infrastructure

According to the Ministry of Finance, the Ministry of Industry and Information Technology, and the Ministry of Transport, three departments will carry out a pilot application for filling gaps in county-level charging and swapping infrastructure in 2026. The plan is to support 59 joint pilot counties nationwide, accelerate the improvement of public charging and swapping facilities in rural areas, and further unleash the consumption potential of new energy vehicles. This pilot supports two or more counties applying jointly, with the joint pilot counties required to designate one leading county. The prefecture-level city where the leading county is located must have a vehicle ownership of no less than 250k in 2025. To encourage expanding the coverage of the pilot, the policy clarifies that when allocating the number of pilot counties to each province, consideration will be given to the regional layout of the counties registered as pilots in 2024 and 2025, with priority given to prefecture-level cities that have not yet registered any pilot counties.
