Guangdong: Support individual business owners in enhancing their online marketing capabilities and actively adopt models such as live-streaming e-commerce, community e-commerce, and social e-commerce.

People’s Finance and Information, April 7—The Guangdong Provincial Development and Reform Commission issued the “Several Measures of Guangdong Province to Support the Development of Individual Businesses.” Among other proposals, it calls for promoting digital transformation of business operations. It supports individual businesses in improving their online marketing capabilities, actively applying models such as livestream e-commerce, community e-commerce, and social e-commerce, to achieve integrated development of online and offline. It encourages internet platform enterprises to provide digital operations training for individual businesses, offer traffic support, and develop preferential measures to reduce the costs of online operations. It guides internet platform enterprises to operate in compliance with the law, and to determine service fees such as payment and settlement costs and platform commissions in accordance with the principles of matching quality and price and fairness and reasonableness. It also requires them to accept and verify relevant complaint and举报 leads,依法查处 platform违法违规行为, and protect the legitimate rights and interests of operators on the platform. It further guides internet platform enterprises to lawfully fulfill their “gatekeeper” responsibilities, and to urge operators on the platform to fully, truthfully, accurately, and promptly disclose product information.
