Recently, the Sichuan Provincial Department of Human Resources and Social Security publicly released major labor security violations in the first quarter of 2026 in Sichuan to the public, further increasing efforts to impose penalties for major labor security violations and strengthening social supervision over employers’ compliance and trustworthiness.

  1. Zigong City investigates and handles the case of Sichuan Owar Architectural Decoration Design Engineering Co., Ltd. for withholding labor remuneration

On December 22, 2025, the Zigong City Da’an District Human Resources and Social Security Bureau received a complaint, reporting that Sichuan Owar Architectural Decoration Design Engineering Co., Ltd. withheld labor remuneration. After investigation, the company had withheld labor remuneration totaling 699,966.6 yuan for 65 workers, including Xu Mou. On February 9, 2026, the Zigong City Da’an District Human Resources and Social Security Bureau, according to law, issued to the company an “Order to Rectify Within a Time Limit for Labor Security Supervision.” The company failed to fulfill the order within the deadline.

On February 26, 2026, the Zigong City Da’an District Human Resources and Social Security Bureau, according to law, issued to the company a “Decision on Administrative Handling of Labor Security Supervision” and a “Decision on Administrative Penalty of Labor Security Supervision.” The company failed to fulfill both within the deadline. On December 23, 2025, the Luzhou City Longmatan District Human Resources and Social Security Bureau received a complaint from a worker, reporting that Luzhou Huazhai Home Technology Co., Ltd. withheld labor remuneration. After investigation, the company had withheld wages totaling 423,690 yuan for 54 employees for November and December 2025. On January 16, 2025, the Luzhou City Longmatan District Human Resources and Social Security Bureau, according to law, issued to the company an “Order to Rectify Within a Time Limit for Labor Security Supervision.” The company failed to fulfill the order within the deadline.

On January 23, 2026, the Luzhou City Longmatan District Human Resources and Social Security Bureau, on suspicion of the crime of refusing to pay labor remuneration, transferred the case to the public security authorities according to law. The public security authorities are currently investigating the case for filing.

  1. Luzhou City investigates and handles the case of Sichuan Guoyu Labor Service Co., Ltd. for withholding labor remuneration

After investigation, the company had withheld labor remuneration totaling 235,670.42 yuan for 16 workers including Chen Mouguo. On January 27, 2026, the Luzhou City Jiangyang District Human Resources and Social Security Bureau, according to law, issued to the company a “Decision on Administrative Handling of Labor Security Supervision.” On February 14, 2026, the Luzhou City Jiangyang District Human Resources and Social Security Bureau, according to law, issued to the company a “Decision on Administrative Penalty of Labor Security Supervision.” The company failed to fulfill both within the deadline. After the period for litigation expires, the Luzhou City Jiangyang District Human Resources and Social Security Bureau will apply to the People’s Court for compulsory enforcement according to law.

After investigation, the company had withheld labor remuneration totaling 1,405,576 yuan for 100 workers including Ren Mou from the water and electricity installation and rebar work teams for the Lvdi Suining 1958 Cultural and Creative Industry Park project that it contracted. On February 11, 2026, the Suining City Human Resources and Social Security Bureau, according to law, issued to the company an “Order to Rectify Within a Time Limit for Labor Security Supervision.” The company failed to fulfill the order within the deadline.

On February 28, 2026, the Suining City Human Resources and Social Security Bureau, according to law, issued to the company a “Notice of Administrative Handling of Labor Security Supervision.” On March 6, 2026, the Suining City Human Resources and Social Security Bureau, according to law, issued to the company a “Decision on Administrative Handling of Labor Security Supervision.” The company failed to fulfill the decisions within the deadline. After the period for litigation expires, the Suining City Human Resources and Social Security Bureau will apply to the People’s Court for compulsory enforcement according to law.
