Minister of Finance Lan Foan Attended the China Development Forum 2026 Annual Conference
People’s Finance News, March 23 — According to the Ministry of Finance website, on March 22, 2026, Minister of Finance Lan Fuan attended the 2026 Annual Meeting of the China Development High-Level Forum and delivered a speech titled “Leveraging Active Fiscal Policies to Promote High-Quality Development of China’s Economy during the 14th Five-Year Plan.” Lan Fuan pointed out that during the 14th Five-Year Plan, in the design and implementation of fiscal policies, we will focus on expanding domestic demand, investing in people, and open sharing. First, we will pay more attention to expanding domestic demand, promoting smooth domestic circulation, and enhancing endogenous development momentum. Second, we will focus more on investing in people, improving people’s livelihoods, and expanding human capital accumulation to strengthen development resilience. Third, we will emphasize open sharing, sharing China’s opportunities with countries around the world, and promoting common development. Lan Fuan emphasized that China has always been an active promoter of global economic prosperity and stability and the greatest certainty. During the 14th Five-Year Plan, China’s fiscal policy will adhere to an active policy tone, strengthen countercyclical and cross-cycle adjustments, and promote qualitative improvement and reasonable quantitative growth of the economy.
