Oriental Securities Hosts "Safeguarding Shanghai's Financial Security · Anti-Fraud Publicity and Investor Education Innovation" Public Welfare Campaign to Co-build Securities Industry Compliance Culture
Recently, the Shanghai Securities Industry Association, hosted by the Shanghai Securities Industry Association and organized by Orient Securities, held a public awareness campaign titled “Safeguarding Shanghai’s Financial Security: Anti-Fraud Promotion and Investor Education Innovation” at Yuyuan Garden Mall in Shanghai.
As the first event in 2026 to promote anti-fraud and investor education in the Shanghai securities industry, this activity was conducted under the guidance of the Shanghai Securities Regulatory Bureau. It involved 20 organizations, including the Shanghai Public Security Bureau Economic Investigation Team, the Second Branch of the Shanghai People’s Procuratorate, the Huangpu Branch of the Shanghai Public Security Bureau, the Huangpu District People’s Procuratorate, the Huangpu District People’s Court, the Shanghai Stock Exchange, and securities market institutions. The event aimed to build an investor protection mechanism led by regulation, supported by the rule of law, with industry coordination and social participation, uniting efforts to safeguard financial security and investors’ rights. Its goal was to practice the “finance for the people” philosophy and strengthen the “safety net” for investor protection.

Integration of Intangible Cultural Heritage and Anti-Fraud Education
The event was held at Yuyuan Garden, a site with a 700-year-old Shanghai-style cultural heritage. Orient Securities released an original shadow puppet show titled “Fire Eye Identifies Scams” and an anti-fraud stage play called “The ‘Gold’ Heist,” using national cultural elements and immersive performances to reveal the true nature of illegal securities activities, making compliance and anti-fraud concepts resonate through joyful entertainment.
Additionally, the event innovatively created a compliance market for anti-fraud investor education, featuring 16 booths (including an AI anti-fraud tool experience zone). Judicial agencies such as the Shanghai Public Security Bureau Economic Investigation Team and the Financial Prosecution Service at the Bund provided professional perspectives on anti-fraud and investor education. The Shanghai Stock Exchange, the Shanghai Securities Industry Association, and Orient Securities set up educational booths, engaging visitors through interactive games, animated micro-movies, and legal awareness campaigns to expose illegal financial schemes and guide investors to avoid greed, myths, and blind followings—protecting their “money bags.”
This event not only explored innovative forms of investor education and compliance promotion but also integrated traditional Chinese culture into the development of the securities industry culture. Citizens and tourists, while strolling through Yuyuan Garden and appreciating intangible cultural heritage, learned about anti-fraud and anti-fraud concepts.

Collaboration Between Industry Regulators and Judicial Authorities
A dedicated forum was held during the event, focusing on the theme “Clear Financial Networks, Protecting Peaceful Investment,” aligned with the annual theme of the China Securities Regulatory Commission.
Representatives from the Shanghai Securities Regulatory Bureau and judicial authorities discussed topics such as the role of party building in financial security governance, types of illegal securities and futures activities, legal application in cases, and collaboration experiences. On-site legal consultation stations were set up by units like the Shanghai Public Security Bureau Economic Investigation Team and the Second Branch of the Shanghai People’s Procuratorate, answering questions about stock tip scams and financial management master schemes. They also shared experiences from major cases, legal challenges, and the governance philosophy of “preventing problems before they happen.” The Huangpu District Procuratorate highlighted the achievements of the “Bund Financial Procuratorate Integrated Duty Platform,” demonstrating the judiciary’s commitment to maintaining financial order.

Participants expressed their intention to strengthen compliance, innovate investor education methods, and deepen judicial cooperation. They called on industry organizations to learn from exemplary cases, improve dispute resolution mechanisms, and jointly build a “safety net” for investor protection.
Industry Associations and Market Participants Collaboration
Anti-fraud and anti-illegal activities are systemic social governance efforts requiring coordinated prevention and protection by industry investor education, law enforcement, and judicial authorities.
The Shanghai Securities Industry Association released the “Collection of Typical Cases of Illegal Securities Activities and Financial Fraud 2025–2026” on-site and established a dialogue platform among regulators, judicial agencies, and market entities to foster industry consensus and promote a joint effort to combat and prevent illegal activities.
Orient Securities integrated compliance principles into every aspect of this investor education event. Jiang Helei, Compliance Director and Chief Risk Officer of Orient Securities, stated that as the main service provider of direct financing, an important gatekeeper of the capital market, and a professional manager of social wealth, the securities industry must uphold the core values of “serving the people” and “compliance first.” He called on industry colleagues to work together to protect investors’ rights and contribute to the high-quality development of the capital market.

Participants noted that illegal securities activities are rapidly evolving and becoming more covert. Combating fraud and protecting investors through education is a long-term battle that requires close cooperation among market institutions, regulators, self-regulatory organizations, and law enforcement agencies. They must build a comprehensive safety network covering pre-emptive, ongoing, and post-incident stages to safeguard investor rights, maintain financial order, and prevent systemic risks.

Industry insiders believe that this cross-sector collaboration and innovative promotional activity at Yuyuan Garden not only mark the annual launch of anti-fraud and investor education efforts in Shanghai’s securities industry but also serve as a vivid practice of “serving the people through finance.” It helps foster shared values for industry governance and clarifies the direction for future actions.
Hosting this event is a practical measure by the Shanghai Securities Industry Association to implement the principles of “political and people-oriented” financial work.
