The Shenzhen Development and Reform Commission recently issued the “Work Plan for Seizing APEC Opportunities and Accelerating the Creation of a First-Class Business Environment.” The plan proposes to strengthen support for the convenience of personnel entry and exit for key enterprises. Certified operators (AEO companies) and trade headquarters companies will be supported with easier business visa endorsements. When senior executives or key personnel of enterprises apply for APEC Business Travel Cards, they may be exempted from or have relaxed restrictions on tax amounts and employee numbers. Foreign executives and technical personnel of AEO companies and trade headquarters companies with urgent entry needs, who do not have time to apply for visas abroad, can apply for port visas at border inspection agencies with invitation letters and other relevant proof. Those who meet the conditions and require multiple entries and exits can, after entry, apply to the public security exit and entry administration for re-issuance of multiple-entry valid visas with invitation letters and other proof.
