People’s Financial News, March 24 — On March 23, the Shenzhen Development and Reform Commission released the “Work Plan for Optimizing the Market-Oriented Business Environment in Shenzhen by 2026.” The plan proposes building a diversified inclusive computing power service model. It aims to create a Shenzhen Smart City Computing Power Coordination and Dispatch Platform to manage computing resources from government, state-owned assets, research institutions, and social vendors. The focus is on supporting application scenarios that require ultra-high-performance computing, such as scientific research and training, while also promoting market-based operations of surplus computing resources. The plan encourages universities, research institutes, small and micro enterprises to move to the cloud, utilizing computing power through leasing or purchasing services, and increasing the distribution of “computing power vouchers” and “training power vouchers.”
