At the 2026 Citywide Conference on Optimizing the Business Environment, the “Nanjing City 2026 Action Plan for Optimizing the Business Environment” (referred to as the “Action Plan”) was officially released. This plan focuses on four key areas: optimizing enterprise services, improving government efficiency, strengthening factor coordination, and deepening institutional innovation, with twelve specific measures introduced. These include innovative services such as the “One-Stop Low-Altitude Flight” service and the cultivation and expansion of commercial low-altitude application scenarios like “Low-Altitude + Logistics,” “Low-Altitude + Cultural Tourism,” and “Cross-River + Logistics.” (Nanjing Release)
