To address this, he proposed using personal large language models (LLMs) to solve the problem, with specific ideas including: personal governance agents, public dialogue agents, suggestion markets, and decentralized governance with private information. He emphasized the extreme importance of privacy in these mechanisms, believing that all governance tools should have built-in zero-knowledge proofs (ZK) to ensure participant anonymity, combined with multi-party technology to protect the absolute privacy of content data.
