Multiple departments coordinate to promote high-quality development of low-altitude insurance

The National Development and Reform Commission has learned that in order to accelerate the establishment and improvement of a low-altitude insurance policy system, the National Development and Reform Commission, the China Banking and Insurance Regulatory Commission, and the Civil Aviation Administration of China recently issued the “Implementation Opinions on Promoting High-Quality Development of Low-Altitude Insurance.”

The opinions propose nine specific measures across four areas: policy system, institutional construction, product services, and foundational capabilities.

  1. Improve the low-altitude insurance policy system. Strengthen support from low-altitude economic development plans and policies at all levels for low-altitude insurance, viewing insurance as an important means to enhance scene operation safety supervision and improve accident handling systems, and encouraging various business entities in the low-altitude economy to effectively utilize insurance mechanisms.

  2. Accelerate the establishment of a mandatory liability insurance system for unmanned aerial vehicles. For unmanned aerial vehicles required by law and regulations to carry liability insurance, promote strengthened verification of insurance coverage, develop implementation measures for mandatory liability insurance for unmanned aerial vehicles in accordance with the law, and introduce model clauses.

  3. Strengthen the service guarantee system. Gradually establish an insurance product system covering the entire low-altitude industry chain, enhance the supply and service capabilities for both unmanned and manned aircraft insurance, and provide targeted insurance coverage for various application scenarios.

  4. Improve the sustainability of insurance operations. Accelerate the construction of a low-altitude insurance information platform, explore integration between the low-altitude insurance information platform and the low-altitude intelligent network system, and strengthen the capacity building of insurance institutions, reinsurance companies, and professional insurance intermediaries.

It is reported that next, the National Development and Reform Commission, the China Banking and Insurance Regulatory Commission, and the Civil Aviation Administration of China will work with relevant departments to ensure the implementation of these opinions, focus on improving low-altitude insurance policies, continuously enrich low-altitude insurance products, enhance the role of insurance protection, and accelerate the formation of a comprehensive, well-protected, professionally serviced, and market-regulated low-altitude insurance system to support the high-quality development of the low-altitude economy.
