Shanghai has opened over 5,200 kilometers of autonomous driving test roads and will expand the open scope as needed.

The Shanghai Municipal Commission of Economy and Information Technology stated that the Shanghai Intelligent Connected Vehicle Testing and Demonstration Promotion Working Group recently released the “Shanghai Intelligent Connected Vehicle Development Report (2025).” The report shows that by the end of last year, Shanghai had opened a total of 5,238.82 kilometers of autonomous driving test roads. During the 14th Five-Year Plan period, Shanghai will establish a development model that promotes the coordinated advancement of regulations, standards, and open roads, promote cross-regional linkage, and form a multi-level scenario layout with the entire city working as one. Through large-scale, multi-layered real-world scenario openings, the scope of autonomous driving testing will be expanded as needed. (The Paper)
