Recent progress on the CLARITY Act has attracted widespread attention within the industry. The importance of this bill lies not in its length but in its scope—it's not targeting a specific asset class (such as previous single-asset regulation for stablecoins) but rather designing a top-level framework for the entire crypto ecosystem. Complexity indeed exists, but this is a sign of thoroughness.

Why is this considered a market turning point? The key lies in the attitude of institutional funds. A well-regulated regulatory framework plays a crucial role in boosting confidence among traditional financial institutions. Wall Street has always pursued certainty and compliance. Once the policy framework becomes clear, institutional-level capital has a reason to enter the market on a large scale. Currently, the US is facing pressure from the flow of crypto talent, which indirectly accelerates the legislative process. According to the relevant timetable, substantial progress is expected earlier this year.

The market faces two-stage opportunities: in the short term, the bill itself is expected to become a hot topic for speculation, and projects and assets that openly align with compliance will be the first to attract market attention. In the long term, once institutional funds truly enter, market liquidity and trading characteristics will change—volatility of mainstream coins may decrease, and tracks with compliance genes (such as RWA and structured stablecoin products) will receive more allocation favor.

Risks to watch out for: policy implementation may be accompanied by short-term market adjustments. Small-cap coins that do not meet the new framework requirements may face liquidity risks. During this phase, it is advisable to avoid such high-risk assets and instead hold more certain leading assets.
