SB 1038 proposes establishing the Florida Strategic Cryptocurrency Reserve under the Office of the Chief Financial Officer, while SB 1040 proposes creating the Florida Cryptocurrency Reserve Trust Fund, outlining its funding sources and uses. Both bills are effective from July 1, 2026, but only if SB 1040 and SB 1038 or similar legislation are enacted, and such legislation is passed and becomes law within the same legislative session or its extension.
