Who Is Theodore Tanner Jr.? Leidos' New CTO Will Take Deep-Tech Leadership to the Next Level
Leidos has just made a strategic C-suite move. The defense and technology company is bringing in Theodore “Ted” Tanner Jr. as its new Chief Technology Officer, effective January 5, 2026. He’ll be stepping into the role previously held by Jim Carlini, who announced his departure after leading Leidos’ technology strategy since 2019.
But what makes this appointment significant? Tanner comes with serious credentials in deep-tech innovation. He was most recently the chief technology and strategy officer at BigBear.ai, where he built expertise in solving complex technological challenges across defense, government, and healthcare sectors—exactly the markets Leidos serves.
The Strategic Fit with NorthStar 2030
“Ted is a high-impact leader who pairs entrepreneurial creativity with execution discipline,” said Tom Bell, Leidos CEO. “His proven track record of bringing bold, disruptive solutions to defense, government and healthcare customers aligns perfectly with our NorthStar 2030 growth priorities.”

What Happens to Jim Carlini?
Jim Carlini, the outgoing CTO, won’t be disappearing entirely. He’ll transition to a new role as senior advisor to Bell on national security matters. This keeps his expertise within the organization while freeing up the CTO chair for fresh leadership. Carlini helped establish Leidos’ current technological foundation—a solid legacy to build upon.
The timing of this transition puts Tanner in position to lead Leidos through a critical phase of its growth strategy, bringing his entrepreneurial perspective to one of the defense sector’s most tech-forward companies.
