The current voting fee is used to limit the scale of validators and prevent DoS attacks. The rest of the proposal mainly revolves around preventing a potential modification behavior, which is that validators can review the votes of their fellow validators to increase their rewards from the voting points. The proposal is still in the early stages and is not ready for voting yet. Max was previously a core researcher at Ethereum and later switched to Anza team, the core development company of Solana.
