3月4日消息，稳定币发行商Tether与Lugano市政府续签“Plan ₿”合作协议，正式启动2026年至2030年的第二阶段计划。根据更新后的备忘录，Tether将在未来五年内提供最高500万瑞士法郎资金，用于数字基础设施建设、区块链应用研究、技术培训以及相关生态发展。该计划被视为欧洲推进比特币城市与数字资产基础设施的重要案例。
“Plan ₿”最初于2022年3月启动，目标是推动比特币及稳定币在城市经济体系中的实际使用。从早期支付试验开始，该项目逐渐扩展至城市级数字金融系统。目前，卢加诺已有超过400家商户支持比特币、USD₮及LVGA支付，部分市政服务也开始试点数字资产结算。
在生态建设方面，双方共同打造了区块链创新中心PoW.space，为本地开发者、初创企业以及P2P项目提供协作空间。相关数据显示，该中心已吸引超过100家金融科技与区块链公司入驻。与此同时，Plan ₿论坛也在第一阶段持续扩大影响力，目前累计吸引来自60多个国家的4000余名行业参与者，议题涵盖数字资产基础设施、金融主权以及治理模式等方向。
第二阶段计划将围绕五个核心支柱展开，包括机构级数字资产管理工具、城市级自动化系统、数字贸易与商品交易中心建设，以及强调隐私保护的数字身份体系。项目还将探索本地人工智能生态和自主代理技术，并推动模块化城市基础设施建设，以提升城市系统的抗风险能力。
根据协议条款，资金将在2026年至2030年逐步投入，但城市治理权仍完全由卢加诺市政府掌握。所有具体项目将通过单独实施协议推进，并在监管合规和公众监督框架下运行。
Tether首席执行官Paolo Ardoino表示，第二阶段重点将放在城市级数字基础设施和长期能力建设上。卢加诺市长Michele Foletti则指出，该项目旨在打造更加开放且具备韧性的市政数字系统，使城市在数字经济时代保持竞争力。
