US and PIPIR Allies Launch Solid-Fuel Rocket Engine and Unmanned Drone Production Plan in Japan

The Partnership for Indo-Pacific Industrial Resilience (PIPIR), led by the United States, held an online meeting this Wednesday, announcing plans to initiate solid-state rocket engine and drone production projects in Japan, followed by establishing ammunition production lines in the Philippines. With the addition of Thailand and the United Kingdom, the PIPIR alliance now includes 16 countries, aiming to integrate regional resources to strengthen the security and stability of defense supply chains.

Japan Leads Solid-State Rocket Engine Initiative

According to a joint statement released by the Pentagon, member countries have agreed to produce the core propulsion system for missile guidance: solid-state rocket motors (SRMs) in Japan. This move marks the first time that U.S. defense manufacturing efforts are extended into Asia, aiming to diversify supply chain risks that have historically been concentrated in the U.S. mainland. By leveraging Japan’s advanced precision machinery and materials science, this project not only shortens logistics supply lines in the Indo-Pacific region but also establishes a stable and efficient supply system to meet the urgent demand for advanced missile weapons among allies.

Standardization of Drone Systems and Cross-Border Supply Chain Integration

In the drone sector, PIPIR member countries have agreed to develop common technical standards for small military drones. This cooperation includes key component development such as high-performance batteries, small motors, and supply chain information sharing. Through standardization, parts produced by different member countries will be interchangeable, reducing R&D costs and improving maintenance efficiency on the battlefield. Additionally, the alliance plans to jointly develop drones for various military applications, integrating each country’s expertise in automation control and AI navigation. This collaborative model helps build a regional drone industry ecosystem, enhancing the Indo-Pacific’s capacity to respond to modern conflicts.

Philippines to Deploy U.S. Defense Facilities

Regarding traditional military supplies, PIPIR member countries are considering establishing new defense facilities in the Philippines to handle loading, assembly, and packaging (LAP) of 30mm ammunition. These munitions are widely used in armored vehicles, ground forces, and military aircraft, representing high consumption basic military equipment. Building production lines in the Philippines will not only supply the defense needs of neighboring South China Sea countries but also boost the country’s industrial manufacturing capacity. This infrastructure project reflects the alliance’s effort to establish distributed ammunition reserves and production points at key Indo-Pacific nodes, ensuring that regional defense capabilities remain intact even if supply chains are disrupted, and providing more flexible logistical support options.

Since its establishment in May 2024, the “Indo-Pacific Industrial Resilience Partnership” has expanded to 16 member countries. The inclusion of Thailand and the UK demonstrates the organization’s effort to integrate resources across the Indo-Pacific and Europe. Thailand’s participation highlights Southeast Asian nations’ emphasis on regional defense industrial cooperation, while the UK brings mature European defense technology experience. The alliance has shifted from a simple procurement model to one focused on technology sharing and joint development. Through regular multilateral meetings and concrete production plans, member countries are working to build a resilient strategic defense network amid complex international situations. Moving forward, the alliance will continue to focus on localized maintenance and production of key equipment to maintain geopolitical stability and supply chain integrity.
