加密貨幣市場氛圍低迷之際，華爾街投行摩根大通（JPMorgan Chase）分析團隊大派定心丸，他們預期，美國針對加密貨幣市場結構的法案有望在今年中旬完成立法，並成為下半年引爆幣市行情的超級利多催化劑。
由摩根大通董事總經理 Nikolaos Panigirtzoglou 領軍的分析團隊在報告中指出：「儘管加密貨幣市場情緒依舊消極，但我們仍然堅信，市場結構法案極有可能在年中闖關成功，這將為下半年的市場注入一劑強心針 。」
這部廣泛被稱為《數位資產市場清晰法案（CLARITY Act）》的立法，核心目標是為美國加密貨幣產業打造一套清晰、全面的監管框架。
《CLARITY 法案》去年已在眾議院獲得兩黨支持通過，參議院則持續協商中，目前談判卡關的焦點主要集中在兩大爭議：
- **穩定幣收益之爭：**加密貨幣業者積極爭取向穩定幣持有者提供利息、獎勵；銀行業則強烈反對，擔憂這會吸走傳統金融體系的存款，進而危及金融穩定。
- 利益衝突的政治角力： 民主黨主張設立限制條款，禁止包括總統在內的高階政府官員及其家屬，參與加密貨幣相關金融活動，以避免潛在利益衝突。
對此，白宮已多次召開閉門會議，邀集加密貨幣產業與銀行團體協商，市場預期雙方仍有妥協空間。分析師強調：
一旦法案過關，將徹底重塑加密貨幣市場結構。這不僅能帶來監管清晰度、終結美國政府過去「以執法代替監管」的時代，更能大力推動資產代幣化，並吸引更多機構投資人大舉進場。
《CLARITY 法案》通關將引爆「8 大利多」
摩根大通分析師指出，如果該法案獲得通過，將為市場帶來 8 大潛在利多：
1 、確立代幣監管歸屬，大開豁免後門： 法案將為加密貨幣建立明確的分類機制：「數位商品」由美國商品期貨交易委員會（CFTC）監管；「數位證券」則由美國證管會（SEC）監管。這將大幅減輕主流代幣的合規重擔。其中一項「祖父條款（Grandfather clause，指新法規不溯及既往的豁免機制）」更允許如瑞波幣（XRP）、 Solana（SOL）、萊特幣（LTC）、 Hedera（HBAR）、狗狗幣（DOGE）及 Chainlink（LINK）等與 ETF 掛鉤的資產，直接納入 CFTC 較為寬鬆的商品監管體系。
2 、為新創項目提供寬限期： 法案允許項目在向去中心化轉型期間，每年籌集高達 7,500 萬美元的資金，而無需向美國 SEC 全面註冊。分析師表示，這將有助於促進創新，並支持美國市場的創投活動。
3 、 打通「由證券轉商品」的康莊大道： 針對初期以證券形式發售的代幣，只要達到「足夠的去中心化」標準，且發行方不再擁有管理權，就能轉型為「商品」。分析師表示，這有望促進更廣泛的次級市場交易，讓機構投資人能透過傳統券商安心買賣。
4 、 中介機構規則明朗化： 法案為加密貨幣中介機構制定了明確的註冊要求與託管標準。這形同為紐約梅隆銀行（BNY Mellon）、道富銀行（State Street）等傳統金融巨頭，直接開展數位資產託管業務大開綠燈。
5 、加速實體資產（RWA）代幣化： 法案釐清了「代幣化證券」仍適用既有證券法規。目前，洲際交易所（ICE）與道富銀行等巨頭早已摩拳擦掌，積極為代幣化市場建立基礎設施。
**6. 礦工、驗證者和開發者豁免條款：**在不從事託管活動的前提下，礦工、節點驗證者與軟體開發者可免除類似券商的申報義務，藉此推動開源創新，同時在系統正式運行後仍納入監管。
**7 、小額交易稅收豁免與質押稅制明確化： **法案針對日常小額加密貨幣支付提供免稅優惠，並釐清質押的稅務處理方式。這將大幅提高民眾使用加密貨幣進行支付的意願，並讓提高質押收益的可預測性。
**8. 機構資金大舉轉向「代幣化存款」：**分析師表示，若法案獲得通過，可能會削弱美國穩定幣作為「投資型存款」的定位，使其更接近數位現金工具，促使機構法轉向傳統銀行發行的「代幣化存款」，或是尋求如 Ethena 旗下 USDe 等海外具收益性質的替代方案。
比特幣長線目標價上看 26.6 萬美元
整體而言，摩根大通對今年的加密貨幣市場仍抱持樂觀態度。本月稍早，摩根大通分析師才剛重申了比特幣長線目標價：基於與黃金的波動率調整比較，比特幣的長期合理價格上看 26.6 萬美元。
根據 CoinGecko 行情數據顯示，比特幣目前的交易價格為 6.6 萬美元，過去 24 小時下跌 0.8% 。
