As the head of the SEC's encryption task force, Peirce proposed the establishment of a time-limited safe harbor mechanism. This mechanism would allow issuers to engage in cryptocurrency transactions under the condition that they meet disclosure and investor protection requirements, in order to achieve functionality delivery or Decentralization goals.
In addition, Peirce also suggested clearly defining the separation points between encrypted assets and investment contracts, while providing regulatory exemptions for non-securities encrypted assets such as airdrops, NFTs, and stablecoins.
