克里姆林宫矛头直指Telegram，Pavel Durov面临刑事调查风波

2月24日消息，俄罗斯对Telegram创始人Pavel Durov展开调查，指控其“协助恐怖活动”，显示他与克里姆林宫的关系已严重恶化。据官方媒体《俄罗斯报》和《共青团真理报》报道，Telegram被指成为西方及乌克兰情报机构的工具，并被用于策划多起针对俄罗斯的袭击事件。报道援引俄罗斯联邦安全局（FSB）资料，称Durov的行为正在接受刑事调查。
自2014年离开俄罗斯后，Durov将Telegram打造为以隐私为核心、独立于国家控制的平台。他先后获得法国和阿联酋国籍，并在2018年成功抵制莫斯科封禁尝试。尽管如此，俄罗斯仍对Telegram施加压力，包括限制流量、封锁部分功能，并引导用户使用国家控制的通讯应用Max。
据悉，Telegram在俄罗斯拥有超过1.05亿月活跃用户，即便在乌克兰战争期间，多数西方社交媒体被封，政府部门和军方仍依赖Telegram发布官方信息和前线协调。普京总统发言人也通过该平台与媒体沟通。
俄罗斯最新行动的导火索是Telegram拒绝在境内存储用户数据及审查内容。博尔特尼科夫上周表示，之前曾与Durov谈判，但“未取得任何成果”，并指责其纵容大量违法行为。Durov回应称，此举意在强迫公民使用国家控制、便于监控的平台。
