西班牙首相 Pedro Sanchez 在迪拜世界政府峰会上宣布，将对全国实施在线年龄验证制度，并禁止16岁以下人群使用社交媒体。这一政策迅速在全球科技圈掀起轩然大波。X 创始人埃隆·马斯克与 Telegram 创始人 Pavel Durov 先后发声，强烈抨击该提案，认为其正在威胁互联网自由与用户隐私。

Sanchez称，社交媒体已成为“失控的机器”，政府必须重新掌控平台以保护未成年人。新法案不仅要求平台进行年龄审查，还允许因仇恨言论起诉平台高管。Durov随即向西班牙用户发布声明，警告该政策可能迫使平台收集所有用户数据，并以“安全”为由推行全面监控。他指出，一旦算法与内容推荐被刑事化，政府将能够间接操控公众所见信息。

西班牙政府则反击称，Durov滥用其对平台的控制权向用户“散布误导信息”，并强调监管即时通讯与社交平台势在必行。官方还表示，公民不应生活在由外国科技寡头操纵信息的环境中。

马斯克在社交平台上将Sanchez称为“暴君”，认为该政策背离了言论自由的核心原则。与此同时，多位隐私与技术领域人士指出，现有的年龄验证技术并不成熟，可能促使用户通过VPN等方式绕过限制。区块链公司Concordium的CEO Boris Bohrer-Bilowitzky则提出，可利用加密技术在不暴露真实身份的情况下完成验证。

事实上，西班牙并非孤例。英国、法国、希腊均在讨论类似法规，澳大利亚已于去年率先禁止16岁以下人群使用社交媒体。随着各国加强监管，平台高管的个人责任也被推向台前。此次争议，凸显了数字自由、隐私保护与未成年人安全之间日益紧张的平衡。
