The Assistance Fund, as part of L1 execution, automatically converts transaction fees into HYPE tokens. The Assistance Fund uses the system address 0xfefefefefefefefefefefefefefefefefefefefe. Similar to the zero address, the system address of the Assistance Fund has never had a private key controlling its funds. Without a hard fork, these funds are mathematically unrecoverable. Voting “Agree” indicates that validators consent to consider the HYPE tokens held by the Assistance Fund as burned. Since these tokens are in a system address without a private key, no on-chain action is required. This vote is a binding social consensus, promising never to authorize protocol upgrades to access this address. The result will be determined based on the staking weight consensus as of December 24 at 04:00 UTC.
