It is a VISA debit card issued by Cross River Bank in the United States, operated by X Pay, with no overdraft, no credit limit, and for personal use only.
No annual fee, transaction fee, ATM fee, or idle fee, only a 1.75% fee for cross-bank transfers (minimum $0.25) and a $20 fee for metal card replacement.
This cross-bank transfer fee isn't expensive, similar to Apple and Cash App. Cross River's co-branded card generally offers about 3% cashback on purchases.
