On February 18, Cambodian State Minister and Secretary General of the National Committee for Combating Cybercrime Chhay Sinarith briefed diplomats from 26 countries in Cambodia on the progress of cracking down on telecom fraud, stating that combating telecom fraud is a core national strategy continuously promoted by the seventh Cambodian government, not a temporary measure. Currently, Cambodia has established a national-level anti-cybercrime mechanism led personally by Prime Minister Hun Manet, strengthening inter-agency law enforcement cooperation and improving enforcement effectiveness. According to official Cambodian data, from June 2025 to early 2026, a total of 200 telecom fraud cases were investigated nationwide, approximately 2,500 related locations were checked, over 10,000 computers and 36,000 mobile phones were seized, more than 200 illegal sites were sealed, and over 8,000 foreign nationals involved were deported according to law. Under high-pressure law enforcement deterrence, more than 210,000 foreign nationals have voluntarily left the country. The Cambodian Ministry of Justice reported that over the past eight months, Cambodian courts have prosecuted more than 500 cybercrime cases, including those involving the Chen Zhi criminal group, and have pursued cross-border criminal group funding chains through international judicial cooperation. Meanwhile, the Cambodian government is accelerating the drafting of the “Anti-Telecom and Cybercrime Law,” with the relevant bill now in inter-agency review to further improve the legal system and continue the crackdown efforts.
