National Development and Reform Commission: Strengthen the management of fertilizer import and export services and effectively ensure import security

The National Development and Reform Commission issued a notice on ensuring the supply and stable prices of fertilizers for spring planting in 2026 and throughout the year. Provincial development and reform commissions should work with relevant departments to supervise and guide fertilizer production and distribution enterprises within their jurisdictions to comply with fertilizer trade management regulations; support the construction of port facilities for fertilizer and raw material storage and transportation, and improve port handling and transfer efficiency; coordinate to ensure that import ships carrying potash fertilizer, phosphate ore, sulfur, and other fertilizer raw materials have priority docking and unloading. Key potash fertilizer import enterprises are encouraged to expand and optimize their import channels. Enterprises with conditions are encouraged to increase sulfur imports as appropriate to stabilize domestic supply and maintain reasonable inventory levels. Relevant enterprises are encouraged to optimize fertilizer import varieties and schedules based on agricultural fertilizer needs. The China Minmetals Chamber of Commerce should provide good service and guidance for potash fertilizer import enterprises.
