Provincial development and reform commissions should actively cooperate with the competent departments of industry and information technology to ensure fertilizer production, coordinate the supply of raw materials for fertilizer production, supervise relevant enterprises to implement minimum production plans as required, especially focusing on fertilizer production during key periods such as winter storage and spring planting, and report production status as required; coordinate with ecological and environmental departments to allow fertilizer production enterprises with environmental performance ratings A and B to自主减排 during emergency emission reduction measures for heavy pollution weather; promote stable phosphate ore production and maintain reasonable price levels; support relevant phosphate fertilizer production enterprises to accelerate the construction of phosphogypsum acidulation projects. Domestic sulfur should be prioritized for direct supply to domestic phosphate fertilizer producers; phosphate fertilizer enterprises should actively supply domestic markets with domestically produced phosphate fertilizers, especially increasing production and supply during spring planting.
