On February 5th, at a press conference held by the Supreme People’s Procuratorate, Miao Shengming, a member of the Procuratorate Party Leadership Group and Vice Procurator General, introduced that the procuratorial organs are strengthening and standardizing supervision over criminal filing and investigation activities. From January to November 2025, nationwide procuratorial organs lawfully did not approve arrest for 295,000 people, did not prosecute 305,000 people, with the overall rate of non-arrest and non-prosecution remaining stable. They conducted necessary detention reviews lawfully, deciding or recommending changes and releases for 19,000 people. Supervision over public security agencies’ case filings included 15,000 cases, supervision over case dismissals involved 39,600 cases, and 3,039 cases of transferring criminal cases to administrative agencies were suggested; they corrected omissions in arrest requests and omissions of co-offenders in 37,000 cases to ensure lawful punishment of crimes and to protect innocent people from criminal prosecution. They issued 73,000 written correction opinions on illegal conduct during investigations, issued 5,410 correction suggestions for illegal acts, with a written correction acceptance rate of over 95%, effectively safeguarding the lawful rights and interests of criminal suspects.
