In simple terms, it's about reducing the Gas fees to the limit while ensuring the entire network doesn't collapse. This data model is extremely difficult to calculate. To put it nicely, it's "decentralized coordination," but in reality, when running on the chain, it's all probability theory, and the fee fluctuation range is wildly unpredictable.
