The core idea of this proposal is quite straightforward: charge a fee for each message on LayerZero, with the maximum fee not exceeding the actual cost of verification and execution. The collected fees will be automatically converted into ZRO and then burned directly. This is a typical token deflation model, which can increase scarcity for ZRO holders.
It's not surprising that the vote didn't pass; governance for cross-chain protocols has always been quite decentralized, and participation has been a challenge. Waiting six months, perhaps the community consensus will be clearer by then.
